International Relationship Building: IIC Academy Delivers S-8B Training in the Philippines

On Friday 22 May 2026, a graduation ceremony was held in Tagaytay, Philippines, marking the successful completion of IBSC-recognised S-8B Nautical Cartographer training by 17 personnel from NAMRIA (the Philippines Hydrographic Authority) and the Philippines Navy Meteorological and Oceanographic Command (NAVMETOC PN).

The ceremony was attended by senior officials from the Australian and Philippines governments, including representatives from the Australian Embassy, the Australian Hydrographic Office, Defence Australia, Geoscience Australia, the Palawan Council for Sustainable Development (PCSDS), NAMRIA, and NAVMETOC. IIC Academy was represented by David Crossman, Managing Director Oceania, and Nuno Rodrigo Silva, Senior Instructor.

This training was delivered under the Marine Resources Initiative (MRI) — a programme established to advance marine conservation and management through the integration of advanced technology, stakeholder engagement, and evidence-based policy. The MRI is facilitated in the Philippines by PCSDS and serves as a vehicle through which the Australian Government has been building its relationship with the Philippines Government.

The S-8B training delivered under this initiative goes beyond certification. The nautical cartography and charting of coastal waters that results directly supports safety of navigation, maritime trade, environmental management, and defence outcomes for the Philippines — particularly in the province of Palawan, where strengthening coastal understanding and climate resilience is a key objective.

Speeches at the ceremony reflected both the success of the programme and the strength of the Australia-Philippines relationship. It was fitting that the graduation took place on the 80th Anniversary of Australia-Philippines Friendship Day.
